Enhancing Case Management Practice for Social Workers in Residential Care for Children and Older Persons

From March 6 to 8, 2026, the NORFIL Foundation Inc., in partnership with the Dolores Aboitiz Foundation Incorporated (DAFI)—formerly Asilo de la Milagrosa, Inc.—organized a three-day training program entitled “Training on Enhancing Case Management Practice for Social Workers in Residential Care for Children and Older Persons.”

Held at Asilo de la Milagrosa, Gorordo Avenue, Kamputhaw, Cebu City, the training brought together 30 participants—a dedicated community of social workers, both lay persons and consecrated men and women—united in their mission to strengthen care for children and older persons.

Guided by the expertise of Ms. Lourdes G. Balanon, the sessions ran daily from 8:00 a.m. to 5:00 p.m., immersing participants in practical strategies and reflective discussions. Over the course of three days, the training fostered collaboration, strengthened professional skills, and deepened the commitment of social workers and sisters to provide compassionate and effective care for children and older persons entrusted to residential facilities.

The training deepened our understanding of the distinct needs of children and older persons in residential care, moving us beyond generic approaches. We learned practical strategies for conducting person-centered, age-appropriate, and culturally sensitive assessments, while strengthening our skills in interdisciplinary collaboration with medical staff, educators, families, and multi-agency teams.

Insights were quickly applied in intake interviews and crisis interventions, with longer-term impact seen in care plan reviews, documentation, and advocacy. Policies and procedures within our facilities were refined, improving record-keeping and continuity of care. Most importantly, the training directly enhanced resident safety and well-being, reduced staff burnout through clearer guidelines, and renewed our sense of professional efficacy—reaffirming the vital role of social workers in residential care.
